Working Groups
The Institute’s working and study groups provide a forum for discussion, the exchange of ideas and the formulation of potential solutions with respect to governance-related issues. The groups are made up of prominent individuals who hail from a variety of backgrounds and are known for their expertise in governance matters. Their task is to make recommendations that contribute to enhancing governance practices in a wide range of fields.
Working group on university governance
- Assess current practices and challenges for the proper governance of universities in Quebec and elsewhere.
- Assess various principles and practices put in place to improve the quality of university governance in Quebec and around the world.
- Make specific recommendations that are likely to enhance the quality of university governance in Quebec.
The study group on university governance was chaired by Jean-Marie Toulouse, a professor at HEC Montréal and former director of the school (January 1995 to September 2006).

Working group on the governance of health
- Evaluate current governance practices and issues in the Quebec health sector as well as other relevant jurisdictions;
- Assess different avenues to resolve the governance issues identified by the group;
- Propose practical, actionable, recommendations to improve the quality of governance in Quebec’s health and social services institutions.
The Study Group on health sector was chaired by Mr. André Bission, Chair of the board of directors of the CIRANO Interuniversity Research Center.

Working Group on SME Governance in Quebec
- An assessment will be conducted of current practices and governance issues that are unique to family and non-family small and medium-sized businesses
- Solutions to resolve small and medium-sized business governance issues in Quebec and elsewhere will be assessed
- Concrete recommendations will be made to improve governance in non-exchange listed small and medium-sized businesses
The group had been lead by Michel Audet, a former Quebec finance minister and included 10 experts.
