
Louis Morisset
Strategic counsel, adjunct professor and certified corporate director
Me Louis Morisset is a strategic counsel, adjunct professor and certified corporate director. He has over twenty-five years of financial regulatory and transaction experience.
As a strategic counsel at the firm Blake, Cassels & Graydon LLP S.E.N.C.R.L./s.r.l. since February 2024, he advises the firm’s clients on complex matters pertaining to financial sector regulation, securities markets, business transactions, corporate sustainability and ESG factors, governance and public policy, as well as high-stakes regulatory and disciplinary issues. Me Morisset is also an adjunct professor in the department of finance at HEC Montréal since January 2024, where he is involved in some of the business school’s teaching programs, research activities and profile-raising initiatives. He is also a guest lecturer on ethics, compliance, governance and regulatory oversight.
Previously, he worked at the Autorité des marchés financiers (AMF) for more than 17 years, starting out as superintendent of securities markets before taking on the role of president and chief executive officer, a position he held from July 2013 to July 2023. Throughout his tenure, he substantially transformed the organization’s culture and significantly contributed to raising its profile and increasing its influence among national and international regulatory organizations. Me Morisset notably chaired for over seven years the Canadian Securities Administrators (CSA), the council of Canada’s provincial and territorial securities regulators. He also represented the AMF for more than 10 years on the Board of the International Organization of Securities Commissions.
With his many years of experience as a regulator and CEO, Me Morisset has a unique perspective and knowledge of the public policies underpinning the regulation of Quebec’s financial sector and Canada’s capital markets, as well as in-depth expertise in risk management, crisis management and stakeholder relations management issues.
Prior to joining the AMF in 2026, Me Morisset practised corporate law for nearly 10 years at the firm Stikeman Elliott LLP S.E.N.C.R.L./s.r.l., where he developed a recognized specialization in securities, corporate finance, and public and private mergers and acquisitions.
Holder of a law degree from the University of Montréal, Me Morisset has been a member of the Quebec bar since 1996.
